Medicare/Medicaid Financial Impact StudyThe Balanced Budget Act (BBA) of 1997 reduced federal reimbursements from Medicare and Medicaid for a period of five years. While the magnitude of these reduced reimbursements was known to be significant, the specific impacts on Hawaii's health care system were not known. HAH contracted with Ernst & Young LLP for a study to determine the impacts of BBA reductions to Medicare and Medicaid over the five year period. The study has been updated to incorporate the effects of BBA relief legislation. It also assesses the impacts that potential changes in Medicaid reimbursements and other factors affecting costs will have for hospitals and nursing facilities. These impacts are substantial. The study was completed at the end of November, 1999.
