Medicare/Medicaid Financial Impact Study-Year Two

In 1999, the Healthcare Association of Hawaii engaged Ernst & Young to conduct a study of the financial impact of the Balanced Budget Act (BBA) of 1997 and proposed Medicaid changes on the reimbursement of Hawaii's hospitals and nursing facilities. The study was updated in 2000 providing for further changes in Medicare and Medicaid reimbursements and for operational changes at each of the participating facilities.

This update serves to validate the results provided in the 1999 study and to emphasize the ongoing financial impact on Hawaii's healthcare facilities. The BBA impacts include the effect of the BBRA and the Medicare, Medicaid and SCHIP Benefits Improvement and Protection Act of 2000 (BIPA) that was passed by Congress in December 2000 and provides additional BBA relief.

Because of the importance of the information presented in the report, the Healthcare Association of Hawaii believes that the information should be updated on an annual basis to present more current data and results.
